This is great forward bend from the hips, however the neck has been compromised. The head is being pulled back on the cervical spine. While she is keeping a long lower lumber spine she is at the same time shortening the neck.
There's a healthy way of turning the head upwards - and she's doing it. This is what you want to do when you look up at the stars, or the Sistine Chapel, or at choice mangoes that are otherwise out of your line of vision!
